Toronto City Hall Wedding vs. Hiring a Wedding Officiant

Why couples still prefer to hire an Officiant, rather than opting for a Toronto City Hall Wedding Ceremony.

Couples planning a Toronto City Hall wedding, a destination wedding, or a simple legal ceremony often assume City Hall is the easiest and least expensive option. Surprisingly, hiring an independent Toronto wedding officiant is often more affordable, more flexible, and offers a far more personal experience.

People are often shocked to learn that for over 40 years, those "Toronto City Hall Weddings" weren't actually performed by City employees, they were performed by independent licensed officiants. And recently, that has changed.

For context, 40 years ago, Justices of the Peace offered civil ceremonies at the Toronto City Hall. After that program ended, a third-party group, the Ministerial Associates, began renting the Toronto City Hall Chambers. They offer licensed, independent officiants to perform ceremonies branded as “Toronto City Hall Weddings.” They aren’t city clerks, but private officiants operating in a municipal building.

However, on July 9th, 2025, the administrative staff at Toronto City Hall's marriage office established a "pilot project" to once again offer city employees to perform civil ceremonies to generate extra revenue. To pay for this program, they increased the price of the marriage licence, and when couples go to their offices to pick up their marriage licence, the city will offer their clerks as a cheap and easy wedding. However, many couples are still choosing independent officiants. Here’s why:

1. They Cost Less

Based on pop culture, people believe that a City Hall wedding is the quickest and least expensive option, and it's not. Independent officiants in Toronto offer packages for couples who are having destination weddings, or simple 'get the job done' weddings, that are just as affordable, or even substantially less expensive. Many independent officiants in the Toronto area offer simple legal ceremonies starting at around $200–250. The Toronto City Hall Weddings in the city chambers charge $367.25. The new pilot program with city clerks at old city hall is charging $441.95!

2. Personal Contact

With an independent officiant, you know who you’re hiring. You can read reviews, see their personality, and speak to them directly. But more importantly, after your wedding, they remain your personal contact. Whether there is a postal strike, a mistake on your licence, or questions about getting your certificate, unlike being assigned to a rotating clerk, you will have a real person to contact for follow-up questions.

3. Professional Focus

Officiating isn’t a side administrative task, it’s our profession. To maintain our licence, we stay current on processes, paperwork, and evolving policies because our reputation depends on it.

Because Ontario municipal staff perform many different administrative duties, wedding procedures aren't always their primary area of expertise. For instance, if you are told that you have to wait 6-8 weeks before you can order your Marriage Certificate, you don't. If you are told that there is no way to expedite getting your Certificate faster, you can. If you are asked if you are related by blood to the person you are marrying - Ontario municipal clerks and marriage licence issuers were supposed to stop asking this following the federal passage of the Marriage (Prohibited Degrees) Act in December 1990, but I know of one city that hasn't got the message! (They even asked this to two women who applied to get married there lol).

I often meet couples whose marriage licence contain errors that would have delayed registration. Independent officiants process hundreds of weddings every year, so we know how to spot problems and correct them before the ceremony. (And yes, I've seen it all!)

Legally, there is no difference. A marriage performed by a licensed independent officiant in Ontario carries exactly the same legal status as one performed by a City Clerk. However, we will let you know exactly when and how your licence is mailed, how registration works, which certificate to order based on your personal situation, and how to fix errors quickly.

4. Personality & Choice

Getting married shouldn't have the same vibe as picking up your driver's licence. This is your wedding even if it’s small, and it should be a positive experience. Independent officiants choose this work because they care about you and your comfort level. Before hiring an officiant, couples can read reviews, watch videos, browse social media and choose someone whose personality feels right for them. That simply isn't possible when a city clerk is assigned to you on the day of your ceremony. After all, the person marrying you is the one standing beside you during one of life's biggest moments.
